Subject:	Captioning in cinemas

Exempting the cinemas to provide captioning is highly discriminatory towards 
people with hearing handicap. It discriminates against the right for a person 
to relax and enjoy movies like any person without a hearing disability. I 
strongly condemn the exemption not to caption the movies for the hearing 
handicapped.
