Dear Sir,
 
Ramps give access to people in wheelchairs and with limited mobility.  They do nothing to help people 
with hearing problems, which constitute the second most prevalent chronic disabling disorder in the 
Australian population. One third of people over the age of sixty five will have a significant hearing 
problem, with the amount of loss increasing with increasing age.  Our population is ageing.  However, 
hearing loss occurs in people of all ages. For these people, captions are a lifeline to access movies 
which are freely available to normally hearing people.
 
To restrict viewing times as proposed is extremely discriminatory, and surely not in accord with anti-
discrimination legislation.  Could there please be consideration to a more appropriate number and 
distribution of sessions with captioning.
