Subject:	deletion of CAPTIONING

Dear Sir/Madam, I am really concerned that people who are  deaf and hearing impaired will be even 
further discriminated against  with this is allowed (captioning restrictions).  I have two out of three 
children who are hearing impaired and experience the need for captioning is essential.  It is also an 
excellent addition for people who may not have caught every word of a movie or documentry.  If the 
general public don't need captioning they just ignore the writing, no big deal. But for the people who are 
hard of hearing it is a big deal.  Captioning is also a good way of improving & promoting good reading 
skills in the general public.   Please take into consideration how hard it is to fit in to general society for 
these people with out making it even harder for them.  Thank you for your time & attention.
