This Submission outlines the Commission's concerns about the limited progress, and in some areas’ stagnation or regression, against National Agreement Targets and Priority Reforms. We argue that these failures reflect both an entrenched accountability deficit within governments and an inadequate focus on implementing and assessing the National Agreement through a human rights lens. It draws upon findings and recommendations of the Aboriginal and Torres Strait Islander Social Justice Commissioner, Katie Kiss's 'A Fair and Just Future for First Peoples, Social Justice Report 2025', in particular chapter 5 ‘Fostering systemic integrity and accountability’ and its seven recommendations.
