I acknowledge the traditional owners of the Wurundjeri country, the land where we are meeting today, and thank Joy Murphy Wandin for her warm welcome to country. I pay my respects to your elders and to those who have come before us. I would also like to thank the Wunsyaluv dancers for the dances they have performed for us today.
My thanks to the Human Rights Law Resource Centre, in particular to Phil Lynch, for inviting me to address this important gathering of human rights advocates and supporters about what I consider vital for the implementation and promotion of human rights in Australia.

Improving the health status of Indigenous peoples1 in Australia is a longstanding challenge for governments in Australia. The gap in health status between Indigenous and non-Indigenous Australians remains unacceptably wide.2 It has been identified as a human rights concern by United Nations committees3; and acknowledged as such by Australian governments4.

I would like to thank you and Charles Darwin University for inviting me to speak at this Garma festival where we celebrate the Yolngu culture and world view. I pay my respects to the Gadigal as a Kungarakan man whose traditional country lies far north from here, up near Darwin. I recognise the relationship of the Gadigal to this land and their ongoing responsibilities to it, under the watch of their ancestors. In other words, I recognise the ongoing dimensions of the sovereignty of the Gadigal to this country.

For Australia's Indigenous communities and those associated with us, the death in custody of the young Aboriginal boy last week is nothing new. Lamentably, it is nothing new.

Have you ever stopped to think about all the things that we take for granted? When you're wandering through the breakfast cereal isle at the supermarket, for example, do you ever wonder whether Uncle Toby really was? If so, was he related to Sara Lee? Were Nana's apple pies originally made by Granny Smith? It's not so much that familiarity breeds contempt as that it lulls us into a state of mind where we no longer feel the need to question or even test our assumptions and presumptions.

That Aboriginal child sexual abuse in the Northern Territory be designated as an issue of urgent national significance by both the Australian and Northern Territory Governments, and both governments immediately establish a collaborative partnership with a Memorandum of Understanding to specifically address the protection of Aboriginal children from sexual abuse. It is critical that both governments commit to genuine consultation with Aboriginal people in designing initiatives for Aboriginal communities.” (emphasis added)
Scarlett Finney was only six when she saw the brochures for the Hills Grammar School, set in park-like grounds in Sydney's outer suburbs. She indicated her keenness to attend "the school in the bush". Her parents were prepared to pay the fees, and saw the setting and curriculum as providing her with a great education. But the school refused her enrolment due to the fact that she had spina bifida, and sometimes used a wheelchair [1].
I would like to thank the Victorian Healthcare Association for inviting me to speak today. I hope that the Congress has been stimulating and has provided all of you with both an understanding of the problems facing healthcare in Australia, and some sense of optimism for what can be achieved to improve the health outcomes for all Australians.
