To all of you who work with and for Indigenous children and families - my deepest congratulations. Many of you have spent years decrying the treatment of Indigenous children.You have written and spoken, cajoled and attempted to convince and then lobbied some more - just trying to get the people of this country to open their eyes. Your energy has been boundless. Your patience infinite.
Thank you for inviting me here today to speak about human rights in Australia. I would like to use this opportunity to focus on how human rights are protected in Australia; and how you, as human rights educators, can help students to understand these protections. I will also seek to shed some light on the role of the Human Rights and Equal Opportunity Commission and some of our responses to some current human rights issues.
Thank you to the Australian Catholic University for inviting me to speak today. As you no doubt know, I am a social worker by training , graduating in 1978, so it is wonderful to have an opportunity to address you. It is great to see so many upcoming social workers here today, as well as a number of you who have a wealth of experience and do so much good in our communities. It’s a tough job at the coal face. One that you often do in difficult circumstances, with little support, not to mention little money!
It is now more than 5 years since the Human Rights and Equal Opportunity Commission completed its national inquiry into the separation of Aboriginal and Torres Strait Islander children from their families with the publication of Bringing them home.
The promotion of human rights and education go hand in hand. At the international level human rights education is an essential function of the work of the UN and its many agencies. And it is fundamental to the work of a National Human Rights Commission.
I would like to begin by acknowledging the Gadigal people of the Eora nation, the traditional owners of the land where we meet today, and pay my respects to their elders both past and present.

Just over a month ago I wrote an opinion piece on reconciliation that was published in The Australian newspaper. That article was published on the eve of Corroborree 2000 and the handing over to the people of Australia of the declaration towards reconciliation by the Council for Aboriginal Reconciliation. In that article, I posed the following question:
I would like to begin by acknowledging the Traditional Owners of this land, the Pambalong clan of the Awabakal people, and pay my respect to their elders, past and present. Today I would like to explore the question: ‘What does it mean to believe in human rights in Australia today?’ This is an ambitious project, and I am aware that the question does not have a short and simple answer.

I would like to begin by acknowledging the Wurundjeri people, the traditional owners and custodians of the land where we meet and to pay my respects to the elders.
Many communities use sport as a way to build peer friendships, and enjoy favourite activities in an atmosphere which is safe and supportive. Some years ago- too many sadly- I enjoyed a bi-annual Australian cricket carnival played between teams of people who were blind or had low vision. This is exactly what is happening at these games, and I trust that the links and friendships built through the activities will be positive and long-standing ones, as they were for me.
Set against the wreckage and the unthinkable horror of the Second World War, the Declaration was something of a phoenix rising from the ashes, a document which sought to rekindle a human dignity which had been gravely debased in the preceding ten years.
