What sort of Australia do we want to live in? I'm quite sure most people, like me, would say they want to live in a society where respect for the individual is recognised as precious. Where everyone is valued, whether they are male or female, young or old, an Aboriginal or Torres Strait Islander, whatever their faith, whether or not they have a disability - everyone.

I would like to begin by acknowledging the Gadigal people of the Eora nation, the traditional owners of the land on which we meet today, and pay my respects to their elders past and present.

People often ask me why I feel so strongly about human rights. Perhaps it is fate - both the Universal Declaration of Human Rights and I were born 60 years ago. But I think it is simpler than that - I want to feel proud of the Australia that I live in.

Five years ago I began my term as the President of the Australian Human Rights Commission, confident in the ability of the common law and a robust democracy to protect human rights. In the age of globalisation there has been a massive increase in international migration and, as the number of international migrants has grown, so too has the problem of irregular migration. Many states have tried to stem irregular migration by introducing new border control measures and tougher criminal sanctions for people smugglers.[1] However, while effective border control is a legitimate objective of all sovereign states, state responses to the issue of irregular migration have often failed to protect the human rights of irregular migrants.[2]
