I speak to you now, not as the Chancellor of this University, but as the President of Australia’s national Human Rights and Equal Opportunity Commission. And while my remarks are addressed primarily to today’s graduands, I suspect what I am about to say will resonate among parents and friends.

When I was invited to give this address, my first thought was to talk about unlawful discrimination in the context of higher education and, in particular, disability discrimination.

In May last year I stepped down from my position as a Judge of the Federal Court to accept the role as President of HREOC. It has been a time of new challenges, such as the need to balance the legislative and administrative responsibilities that the Commission has been given by the federal government, with the important role of advocating for the rights of those on the margins of Australian society.

I am very pleased to have been asked to open the 9th Conference of the International Student Advisers Network of Australia (ISANA). I am pleased to welcome those who come from abroad, to exchange ideas and thoughts with a variety of people and across a range of disciplines and institutions.

I begin today by thanking Granny Alice Yeatman for her warm welcome to Yarrabah and paying my respects to the Traditional Owners, on whose land we meet. Good morning ladies and gentlemen, my Aboriginal and Torres Strait Islander brothers and sisters, distinguished guests.

I would like to begin by acknowledging the Gadigal people of the Eora nation, the traditional owners of the land where we meet today and to pay my respects to their elders. I would also like to thank the University of NSW and Professor Daniel Tarantola for organising this event, and the Chair; and to acknowledge my eminent fellow speakers – Sofia Gruskin, Paul Hunt, Justice Michael Kirby and Daniel Tarantola again. It’s an honour to be speaking with such a distinguished group.

There are many influences on government when it comes to Indigenous policy creation. Many have contrasting opinions, some are for pecuniary or self interest, some because they feel Indigenous people get too much, others because it is a power trip, others because of an academic interest and for others because they want to see an improvement in the quality of life of Indigenous people. Today's launch here in Sydney is part of a national program of launches that I have been undertaking in recent weeks in order to bring issues of human rights significance raised by my latest social justice and native title reports to the attention of Indigenous and other interested communities and organisations. So far, launches have been held in Melbourne, Perth and Broome, with launches in the next week in Alice Springs and Adelaide; to be followed by Brisbane and Darwin after that.

It's a great pleasure for me to be back in Perth , and particularly here at the Association For The Blind. During the eighties and nineties I lived in Perth for around ten years. I met and married my wife here, and still have strong family links. We still own property here and, if I have my way, we'll retire back here. Despite the fact that I have lived over East now for 16 years, I still barrack for the Eagles and the Western Warriors, and pronounce the suburb Coogee rather than Coogee.

I follow this custom wherever I go to speak in public. I think recognising Australia ' s indigenous peoples and their prior ownership of this land in this way is more than just good manners. It is an important part of recognising our diversity as a nation.
