It would clearly test to destruction the tolerance of the ordinary red-blooded Australian to have a Pom getting off the plane from London and telling them how to run their country. So I shall not presume to say how the current human rights debate in this country should be resolved. But perhaps I may contribute some thoughts, prompted by our own experience in the United Kingdom, acknowledging as I do so that the Australian context, while in some ways similar, is in others significantly different.
I am particularly pleased to join in opening this international conference on mobility and transport for elderly and disabled people and to be discussing accessible transport here in Western Australia. The Government of Western Australia deserves recognition for the commitment it is showing to making public transport accessible: a commitment adopted in principle, policy and plans and increasingly being delivered in practice.
26 years ago, on this day in 1973, the first call was made on a mobile phone other than a car phone, when Martin Cooper, a Motorola executive shocked New Yorkers by walking down the street talking into a shoe-shaped handset. We've moved a long way since then, when there are more mobile phones in Australia than people, and phone calls are just one of the many things that they now do.
Some of us are women and some are men; some of us brought new names and accents in recent decades and some of us have Australian ancestry reaching back tens of thousands of years; and some of us have one or more disabilities.

Human rights are said to be universal and indivisible. This paper explores how far that universality introduces human rights principles into the functions and work of the Administrative Appeals Tribunal (AAT). The answer, I think, could be “further than you realise”.

One day a few years ago I went in to wake my son. I told him that it was good to get up in the morning, to which he grumpily replied, "yes, but dad, it's even better to stay in bed".
When I was invited to prepare this paper, Andrew Byrnes encouraged me to concentrate on drawing out strategic thoughts from the Australian experience which might be relevant in Hong Kong , and perhaps in other countries also. That is what I hope to do, rather than spending much time simply reciting that experience or the terms of Australia 's legislation.
To some of you the role of The Human Rights and Equal Opportunity Commission (HREOC) in the industrial relations scene in Australia will be well known, others of you may be wondering why a representative of a human rights body would be speaking on this occasion. I propose therefore to briefly summarise HREOC's role in the administration of federal anti-discrimination law, including its complaint handling function, and to give some recent statistics.
Amongst all this expertise, it is fair to ask why is the President of the national human rights commission – and particularly a President who has only fairly recently commenced in this role - here presenting the keynote speech to such a conference?
I also want to thank Bill Shorten for being with us, and acknowledge the energy and leadership he is providing on disability issues within Government, both on specific issues and on the big picture cross government and inter-governmental issues.
