I am very grateful for the opportunity to address you today and express my admiration to you all for taking on the very necessary venture of providing practical legal assistance to some of the most powerless and marginalised people in society.

Good afternoon ladies and gentlemen. Welcome to the launch of the report of the national inquiry into the human rights of people with mental illness. This report is the result of extensive research; public hearings in all States and Territories; and oral evidence and written submissions from over 1300 witnesses. I have been extremely fortunate to have the assistance of two commissioners with a long standing interest in the area of mental health - Dame Margaret Guilfoyle and Mr David Hall.

I would normally begin my speech with an acknowledgement of the traditional owners – but today I need to first express my thanks to Jackie for stepping in to give me voice.

I want to begin by acknowledging that we are gathered here today on the traditional land of the Gombemberri people. I pay my deepest respects to their elders both past and present. Thank you Aunty Patricia for your welcome to country and to the Nunukul Yuggera Aboriginal Dancers performing the smoking ceremony and the performance – it is fantastic that we can open this very important building with such joy and beauty – thank you.

Families, and those who support them, play a vital role in the protection of human rights. Accordingly, I am very pleased to address this conference, and I commend all of you for your work in preserving and strengthening families.

I was invited to pick my own topic for discussion. As an ex-judge being invited to speak to students of the law, I assumed that I was expected to speak on something related to the administration of the law from a judge's perspective. And as President of Australia's Human Rights and Equal Opportunity Commission (HREOC), I assumed I was expected to mention the role of human rights promotion in our legal system.
