At the outset, I would like to extend my warmest thanks for the invitation addressed to me to present my views concerning on timing and important subject entitled: "the participation of Indigenous Peoples in the political institutions of the United Nations system."
Over the past 10 years I have been involved in developing resources and providing informal assistance to organisations developing Action Plans throughout Australia. This has included assisting in the preparation of the initial guides to developing action plans produced in 1995 and the subsequent publication Developing an Effective Action Plan produced in 1999 both of which can be found on our website at http://www.humanrights.gov.au/disability_rights/action_plans/index.html
Thanks for the opportunity to speak to this conference today. You are embarking on this topic, in my view, at just the right time. Unemployment is the lowest it has been for over a decade. Our economy is strong and needing more employees, and our population is ageing, reducing the relative size of the workforce. In coming years, there will be fewer of us to support more of us, so as many people as possible need to be working and paying taxes rather than receiving welfare benefits. What better time to introduce employees with disabilities in larger numbers.
I am not here to present South Australia's government as having achieved the last word in access and inclusion for people with disabilities, any more than this report itself seeks to claim that the task is finished.
It is wonderful to be here today at a forum that brings together so many people with different insights on what we need to do to effectively tackle the issue of labour trafficking. Immigration experts, law enforcement officers, labour law specialists, service providers, NGOs, researchers, even human rights lawyers!
Many communities use sport as a way to build peer friendships, and enjoy favourite activities in an atmosphere which is safe and supportive. Some years ago- too many sadly- I enjoyed a bi-annual Australian cricket carnival played between teams of people who were blind or had low vision. This is exactly what is happening at these games, and I trust that the links and friendships built through the activities will be positive and long-standing ones, as they were for me.
Ladies and Gentlemen I am very pleased to be at the Catholic Independent Schools Employment Relations Committee Conference. Occasions such as this one allow me, as President of the Australian Human Rights and Equal Opportunity Commission, to share with a very influential group my thoughts about how we can all better manage the complexity and diversity of today’s working environments.
I also want to make mention of the fact that we are 130kn south west of an area of great significance to the Aboriginal communities of western NSW, which is now called Mutawintji National Park - the first park to be handed back to its Traditional Owners under the NSW National Parks and Wildlife Act in 1998. [1] The caves and overhangs in the park have been transformed into expansive galleries of Aboriginal rock art, and it comes as no surprise that they have formed the backdrop for ceremonies for at least 8,000 years.
Allow me to begin by acknowledging the traditional owners of the land on which we meet, the Bidjigal clan of the Eora people. I also acknowledge Bryan Woodford, ACROD President; Ken Baker, ACROD Chief Executive, my fellow speakers and participants.
On 16 December 1992, the General Assembly of the United Nations appealed to Governments around the world to observe 3 December of each year as International Day of people with disability. This is a day to celebrate abilities of people with disability all over the world. The aim of observing this day each year is also to increase awareness, and understanding, of disability issues and the gains to be derived from the integration of people with disability in every aspect of life. The nomination and celebration of this day is an important tool in promoting the rights of people with a disability.
I follow this custom wherever I go to speak in public. I think recognising Australia 's indigenous peoples and their prior ownership of this land in this way is more than just good manners. It is an important part of recognising our diversity as a nation.
I want to talk today about the relationship between the lofty principles of international law on human rights and the practical realities for people with a disability in Australia.

Although the first Human Rights Commission was established by federal legislation in 1981, ICESCR was not added to its mandate (unlike the ICCPR). The omission was repeated when the new (current) Commission was established in 1986.
