I would like to begin by thanking the Australian Public Service Commission (APSC) for inviting me to address you today, and thank Margaret Boylan (Regional Director, APS Commission, SA/NT) for her warm welcome.
I make this acknowledgment in all my public presentations, because recognising the indigenous history of this land is an important element in recognising the truth of our diversity as a people.
26 years ago, on this day in 1973, the first call was made on a mobile phone other than a car phone, when Martin Cooper, a Motorola executive shocked New Yorkers by walking down the street talking into a shoe-shaped handset. We've moved a long way since then, when there are more mobile phones in Australia than people, and phone calls are just one of the many things that they now do.
Much of my mis-spent youth involved listening to rock bands. At that time the internet hardly existed, as opposed to the ubiquitous role it now plays in our lives. HREOC is a statutory body independent of government. While our main function is to promote an understanding and acceptance of human rights in Australia, we are also charged with the responsibilities of investigating, and attempting to conciliate complaints of unlawful discrimination under the federal Racial Discrimination Act 1975, the Sex Discrimination Act 1984, the Disability Discrimination Act 1992 and the Age Discrimination Act 2004.1 HREOC also has specific responsibilities to report annually to Parliament on the enjoyment of human rights of Indigenous Australians.
I would like to acknowledge the Kaurna People, the traditional owners and custodians of the Adelaide Plains and pay my respects to their elders past and present. Thank you Uncle Lewis O’Brien for your warm and generous welcome.
Probably most of us here are parents, and we all have dreams for our children. One of my dreams for my 18-year-old son and his girl friend is that they will be able to participate in society in the same way as everyone else.
It's important for us all in talking about reasonable adjustment not to appear to present employing people with disability as something new or exceptional being asked of employers.
I am here today representing, firstly, the Australian Human Rights and Equal Opportunity Commission (HREOC), and, second, I'm here to represent at least 20% of the population, and 20% of your customers and users if you are a web developer or web content manager: of course, I'm referring to people who have a disability.
The fact that CEOE is conducting this forum in itself indicates that disability is widely seen by business as presenting significant occupational health and safety (OH&S) issues. And certainly, concerns related to occupational health and safety are widely experienced by people with disabilities as barriers to equal opportunity in employment.
