I would like to acknowledge the Larrakia people on whose traditional land we meet today. I would also like to thank the Northern Territory Anti-Discrimination Commission for hosting this event at such short notice. What I plan to do today is to talk briefly about a few of the issues which are currently on HREOC’s agenda. The first issue is HREOC’s Same-Sex Same Entitlements Inquiry.

I was first approached by one of your Committee to speak tonight on a topic which sounded an easy one: "talk about your experiences in consensus judgments and how committees of more than one function". I shall amplify why that would be an easy topic in a moment.

I am very grateful for this opportunity to address this speech night. 1998 is an historic year. Not only does it mark the 130th anniversary of Brisbane Grammar School, the oldest secondary school in Brisbane, it also marks the 50th anniversary of the Universal Declaration of Human Rights. They are both significant anniversaries and they are tied together by the importance they place on the role of education to inform, instruct and inspire.

I would like to start this afternoon by acknowledging the Noongar people, the traditional owners of the land where we meet today. For those Noongars here – I’d like to congratulate you in the success of your native title claim over this area. Your determination and your ability to work together as a group to pursue this claim is an inspiration to all of us. Indigenous property rights and connection to land are crucial considerations for this presentation because they underpin any discussion about human rights, Indigenous people and land matters.

Dr Jonas is unable to be here today, with doctors having advised him he is not able to fly at this time due to a recurring illness. I'm honoured to give this address. I completed my law degree at this university, and well remember the December day in 1977 when I received it. It was the culmination of four years of hard work, experiencing the pleasures and trials of campus life, and acquiring - as well as a reasonable amount of legal knowledge - a much broader appreciation of the world around me, warts and all.

Thank you for the opportunity to speak here today, World Mental Health Day. I am very pleased that World Mental Health Day this year is dedicated to the theme Human Rights and Mental Health. This theme recognises that mental health issues are human rights issues - a view argued strongly and consistently by our Human Rights Commission for many years.
