The Australian HR protection system is a direct result of the history and development of white settlement in this country. If you compare us with the United States, we Australians had no free settlement, no War of Independence and little or no nation building by private entrepreneurship; rather it was done by way of British government fiat.
It is a great pleasure to be speaking today with Judge Clifford Wallace. I had the pleasure of meeting him on several occasions at Judges' conferences in the Pacific. I was very sorry to miss him when he was in Adelaide in 2003.
To be honest, this is a rare occasion for me. Much of my career has been spent in the monastic cells of academic institutions teaching the young about different legal systems; their origins and growth, their strengths and weaknesses. Your world - the world of business and industry, finances, profit and loss, sales and marketing - is largely foreign to me in a practical sense.
I am honoured to present this distinguished lecture, which has been established as a tribute to the contribution of Sir Wallace Kyle to Western Australian society.
I also thank Professor Barry Brook for his survey of the latest scientific assessments and forecasts on the impact of climate change on our planet. They are indeed alarming. The fact of climate change, and the rate of change, has become all too clear, even if there are still sceptics that wish to debate the causes. Our title reference to “Catastrophic Impacts” seems fully justified.
Many of you here would have read Tony Stephen’s SMH article ‘Stand up for your rights stuff’ of Saturday 8 October, where he gave an account of the launch by New Matilda of a campaign to install a Bill of Rights in Australia.

I would like to acknowledge the Gadigal people of the Eora people, the traditional owners of the land on which we meet today, and pay my respects to their elders.
It is a very great honour for me to be invited to give this third lecture in commemoration of the great Aboriginal mathematician and scientist, David Unaipon.
Centuries ago a great many of the inhabitants of this beautiful island were wiped out by colonization and its aftermath. The disappearance of so many is a solemn reminder of the injustice done to the first peoples of this land. Their violent absence is a presence that calls for us to reflect on injustices, suffering and reconciliation in the broadest sense. To them I pay my respects.
Firstly I would like to acknowledge the traditional custodians of the land on which we stand and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years and express our aspirations for Australians of the future to be socially just and inclusive.
Forty eight years ago this Tuesday, on December 10 1948, the United Nations General Assembly adopted the Universal Declaration of Human Rights. The declaration was a response to the trauma that many of the worlds nations had experienced in World War II. The trauma was especially strong among the nations of Europe, particularly because of the Holocaust, but it was also evident in East Asia, South Asia, South East Asia and the Pacific.
I would like to begin by acknowledging the traditional owners of the land on which we meet, the Wurundjeri People of the Kulin Nation, and pay my respects to their elders past and present.
In the second century AD, Marcus Aurelius, a Roman emperor and Stoic philosopher, thanked one of his brothers for teaching him to value "the conception of the state with one law for all, based upon individual equality and freedom of speech, and of a sovereignty which prizes above all things the liberty of the subject."1
