Let me first pass on regrets from Sev Ozdowski that he was not able to be here as planned. He very much wanted to attend this as the first major disability conference since he commenced duty as Disability Discrimination Commissioner at the end of last year - but he had surgery this week that meant he could not travel.

I want to begin by acknowledging that we are gathered here today on the traditional land of the Gombemberri people. I pay my deepest respects to their elders both past and present. Thank you Aunty Patricia for your welcome to country and to the Nunukul Yuggera Aboriginal Dancers performing the smoking ceremony and the performance – it is fantastic that we can open this very important building with such joy and beauty – thank you.

The creation of Ausyouth is an initiative that clearly picks up on the real-life needs of today's youth, an initiative that has the potential to foster the building blocks of a progressive caring society, and from a human rights perspective, it's an initiative that addresses some of Australia's obligations with respect to international instruments, to which we as a nation are committed.

Scarlett Finney was only six when she saw the brochures for the Hills Grammar School, set in park-like grounds in Sydney's outer suburbs. She indicated her keenness to attend "the school in the bush". Her parents were prepared to pay the fees, and saw the setting and curriculum as providing her with a great education. But the school refused her enrolment due to the fact that she had spina bifida, and sometimes used a wheelchair [1].

It is now 12 months since the introduction of WorkChoices radically restructured Australia’s industrial relations system. Today, I propose to reflect on the implications of WorkChoices for the Human Rights and Equal Opportunity Commission (HREOC) and to outline reforms HREOC believes are necessary to safeguard fairness and equality in the workplace.

The first visual records of police interrogation were discovered in a four thousand year old tomb in ancient Egypt. Since the pharaohs there have been many refinements in methods of inducing physical pain and gathering intelligence, most notably during the Spanish Inquisition, but more recently in the modern totalitarian state.

Thank you for the opportunity to be here today. Can I begin by apologising for the Acting Disability Discrimination Commissioner Dr Sev Ozdowski. Sev has been following this inquiry very closely but had arranged to be away this week before the schedule for these hearings was settled.

I also thank Professor Barry Brook for his survey of the latest scientific assessments and forecasts on the impact of climate change on our planet. They are indeed alarming. The fact of climate change, and the rate of change, has become all too clear, even if there are still sceptics that wish to debate the causes. Our title reference to “Catastrophic Impacts” seems fully justified.

We all know why we're here today. You're here because men aren't seeing enough of their children, that after divorce they're lone fathers if they're lucky and cheque books on legs if things turn out badly. Sadly, there are some men who just disappear as dads altogether.

I’d also thank the Human Rights Week Organising Committee here in Tasmania, and congratulate them on their 20th Anniversary. Human Rights Week has been successfully and continuously marked with a number of events each year over the past 20 years in Tasmania. And that in itself, is a remarkable achievement.
