Good morning. I would like to begin by acknowledging the traditional owners of the land on which we meet – the Gadigal people of the Eora nation – and their elders both past and present.
Let me start by saying that Australia is a culturally diverse society with 23% of Australians being born overseas. Amongst others, there is a sizeable Japanese community and, as you may hear from my accent, I myself was born in Poland.

I’m sorry that I can’t be with you in person to deliver these remarks, but through my voice for the day, Mr Glenn Pearson, I am very pleased to be invited to talk about my perspectives on the new arrangements in Indigenous affairs. Glenn – I owe you one!
Allow me to commence by acknowledging the traditional owners of the land on which we meet today, and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years. I acknowledge also people with disabilities here together with advocates and other conference participants.
This paper addresses one of the Forum themes: ‘Security and Human Rights’. Since 11 September 2001 governments around the world have responded to the threat of terrorism with tough measures to protect the lives and security of their communities – to protect their fundamental human rights. New security measures give government authorities unprecedented powers, which can seriously infringe the basic human rights of those against whom the powers are exercised.
Of course, women too can be violent. However for the most part, the purpose and effects differ radically - male violence is used to regulate women's behaviour, and men's. Men commit most of the violence that is considered in the criminal system, against women and against other men.

I'd also like to thank the Aged and Community Services Association for inviting me to speak about police checks today. Introduction I suspect the average person in the street associates police checks with high-security jobs, such as airport security, or, on the other hand, with jobs working closely with children. However, police checks are required for an increasing number and variety of occupations and industries in Australia, including those providing aged and community services.
