At this Summit in 2010, I talked about the crucial roles of a National Disability Insurance Scheme. They were in moving to a society that respects, protects, promotes and fulfils human rights for people with disability. The Australian Human Rights Commission Act tells us that the Commission's functions should be performed "efficiently and with the greatest possible benefit to the people of Australia". That is also a good summary of the goals of the Department of Finance, in public expenditure, public administration and policy and regulation.

Federal laws prohibit discrimination against women, older people, people with disability and people of different races. However, there are 60-plus pieces of federal legislation which specifically deny financial and work-related benefits to same-sex couples.

May I begin by welcoming you all here today, including Senator Marise Payne who is representing the Commonwealth Attorney General, Professor Gordon Stanley, President of the NSW Board of Studies, Mr Duncan McGuiness from the NSW Parents Council and Mr Roger O'Sullivan from the Council of Catholic School Parents and Mr Kevin Bradburn from the NSW Department of Education. I also welcome the 30-odd students who have been selected to participate in this event and their teachers, and our guest speakers Mr Richard Shearman, Ms Sue Simpson and Ms Beverly Baker.

Last year a blind colleague of mine decided he needed a pet dog to be company for him and his teenage daughter. After checking various pet rescue websites and talking to various people, he found an 18-month-old German Shepherd / red Cattle dog cross that this bloke was giving away. He even brought the dog over in his car.

I follow this custom wherever I go to speak in public. I think recognising Australia 's indigenous peoples and their prior ownership of this land in this way is more than just good manners. It is an important part of recognising our diversity as a nation.

I will not speak in detail about human rights conventions and disability because this topic is addressed by my co-speaker in this session, Karl Lachwitz. I will say though that international human rights law and human rights debate has not yet acknowledged adequately or sufficiently clearly that people with a disability are part of what the "human" in human rights means. Equally, there has not always been enough attention to human rights dimensions in disability discourse.
