National Human Rights Institutions

The Australian Human Rights and Equal Opportunity Commission (hereafter the Australian Human Rights Commission) is one of the oldest National Human Rights Institutions in the Asia Pacific region. It was originally established in 1981 as the Human Rights Commission and then restructured in 1986 to become the Human Rights and Equal Opportunity Commission. It is a founding member and a strong supporter of the Asia Pacific Forum of National Human Rights Institutions.

This paper seeks to discuss the relationship between human rights broadly and Indigenous rights specifically within a sustainable development framework. In doing so, I will provide an overview of human rights standards relevant to Indigenous peoples and their implications for sustainable development approaches. The paper will conclude with a brief discussion of the challenges and opportunities that exist for a sustainable development approach to Indigenous issues within Australia.

I am honoured to have been invited to address you this evening on this beautiful campus of the Flinders University of South Australia. Let me begin my address by recalling that, long before the establishment of this prestigious place of learning in the European tradition, there was learning of another tradition here; the learning of the Kaurna people of the Adelaide Plains.I would like to acknowledge the Kaurna people, the traditional owners of the land on which we meet, and pay my respect to their elders, past and present.
