In his introduction to the announcement of the 2020 summit the Prime Minister was succinct in his diagnosis of the challenges we face as a nation in today’s global community. He says and I quote

Senator Scullion, distinguished guests and participants, can I begin by paying my acknowledgement to the Irukandjii Peoples, the traditional owners of the land on which we are meeting and pay my respects to their elders. I would also like to thank the National Indigenous Environmental Health Forum, the conference organising group and Queensland Health for organising this event and for inviting me to address you. And thank you to Shane for his opening words and introduction.

I pay my respects to the Gadigal as a Kungarakan man whose traditional country lies far north from here, up near Darwin. I recognise the relationship of the Gadigal to this land and their ongoing responsibilities to it, under the watch of their ancestors. In other words, I recognise the ongoing dimensions of the sovereignty of the Gadigal to this country.

For Australia's Indigenous communities and those associated with us, the death in custody of the young Aboriginal boy last week is nothing new. Lamentably, it is nothing new.

I would also like to thank the HSA group for inviting me today to speak with you about a significant human rights issue – the right of people with disability to work and participate in the social and economic life of our community without discrimination and with appropriate support.

Thanks for the opportunity to speak to this conference today. You are embarking on this topic, in my view, at just the right time. Unemployment is the lowest it has been for over a decade. Our economy is strong and needing more employees, and our population is ageing, reducing the relative size of the workforce. In coming years, there will be fewer of us to support more of us, so as many people as possible need to be working and paying taxes rather than receiving welfare benefits. What better time to introduce employees with disabilities in larger numbers.

You might have noticed that somehow governments never seem to want the same long term commitment from Human Rights Commissioners. In fact, they often seem quite happy to see us arrive at the end of a term of office ... .

Homelessness has, I'm sure, been on your agendas for many years. More recently, both Parity and the Rudd federal government (if I can put you both in the same league) has given it a much increased focus. Today, I want to identify the many human rights issues raised in the context of homelessness, and suggest how a human rights framework would help address what is an ever-increasing problem in our society.
