For migrant and refugee job seekers, finding paid work is both a key indicator and a major determinant of successful settlement. Employment is also a crucial area of social and economic participation.

In my previous two Native Title Reports, I have strongly argued the need to reform the native title system. There are a host of benefits associated with community arrangements for asylum seekers, refugees and stateless persons. Community arrangements are more closely aligned with international human rights law and standards than models of indefinite closed immigration detention. They also provide for far more humane treatment of people seeking protection.
