The Multicultural Council of the Northern Territory's research indicates that as at 24 November 2001 a total of 7933 unlawful non-citizens were admitted to Australian detention centres in the 2000-01 financial year.

The Commonwealth has some statutory obligations to set standards: eg, under the Quarantine Act 1908 (see below), and the Therapeutic Goods Act 1989 (to provide a national framework for the regulation of therapeutic goods in Australia and ensure their quality, safety and efficacy).

The Commission is a national independent statutory body established under the Human Rights and Equal Opportunity Commission Act 1986. It has a President and five Commissioners. The five positions are currently held by three persons. Please refer to the organisational chart for further information.

I refer to your letter of 1 March 2002 addressed to the Chief Executive of the Chief Minister's Department inviting input to the National Inquiry into Children in Immigration Detention. I note that you also wrote to the ACT Departments of Education and Community Services, Health and Community Care and Justice and Community Safety.

We must face up to our humanitarian responsibilities to accept refugee children and their families. We must take them out of the immigration detention centres and welcome them into the community where they can play, learn and grow.
