An age of uncertainty - Inquiry into the treatment of individuals suspected of people smuggling offences who say that they are children
This report makes disturbing reading. It documents numerous breaches by Australia of both the Convention on the Rights of the Child and the International Covenant on Civil and Political Rights. As a nation that is understandably anxious that the rights of our own children should be respected when they come into contact with the authorities of other countries, it is troubling that between late 2008 and late 2011 Australian authorities apparently gave little weight to the rights of this cohort of young Indonesians. -

HREOC Website: National Inquiry into Children in Immigration Detention
To those of you who have been following this Inquiry closely, it may be unclear as to why this hearing is taking place as I had said in December 2002 that those would be the last of the Inquiry's hearings. I will therefore briefly set out the history and methodology of the Inquiry to this point which will take us to why we are here today. I will then set out what steps remain to be completed after this hearing is concluded and prior to publication. Finally, I will set out the proposed procedure for today's hearing. Let us start with methodology of the Inquiry to date. -

Making rights relevant
Thank you for the opportunity to speak to you today. Whilst planning this speech, I was thinking that it was a long time since the first time that I addressed an NDS (then Acrod) conference. I was asked to give the Kenneth Jenkins memorial oration at the Acrod conference in the early 80s, as the first President of DPI Australia. The speech then was just the type that you would expect from the head of an advocacy organisation finding its feet, to the conference of the service provision organisation. It was brash, assertive and demanding. -
