It can mean losing a job or getting passed over for an interview, being excluded from a venue, being abused on the street for how you look or feeling intimidated by a boss who won’t take no for an answer.

This paper is about one of the biggest challenges facing Australia in the 21st century: balancing paid work and family responsibilities. It's about how we live today, and how we want to live tomorrow. It's about valuing care, valuing families, and valuing happiness.

At the international level there are three broad categories of obligation to which a state may be subject: treaty law, customary international law and emerging international standards. Treaty obligations become binding on states once they have ratified a treaty. This means that the state allows itself to be bound by the conditions and obligations contained within the treaty. Customary international law is enshrined in continuous practice by a majority of states over an extended period of time.

This report covers the period from 1 July 2004 to 30 June 2005. It considers two issues that are of major concern to Aboriginal and Torres Strait Islander peoples.

I am assisted by two Assistant Commissioners - to my right is Dr Trang Thomas who is also Professor of Psychology at Royal Melbourne Institute of Technology and to my left is Mrs Robin Sullivan, who is the Queensland Children's Commissioner. Also at the table are two counsels assisting.

This paper gives a brief overview of the mandatory detention laws currently operating in the Northern Territory and Western Australia. It examines their operation and gives some insights into how they have impacted on particular groups including young people and Indigenous Australians. It gives a critique of mandatory detention by reference to Australia's international human rights obligations, with particular emphasis on the United Nations Convention on the Rights of the Child. The paper cites a number of recent reports and articles dealing with this subject.

I am pleased to present herewith a submission on behalf of the Association of Childrens Welfare Agencies, addressing key issues for the Inquiry into Children in Immigration Detention.

The University of Western Sydney, Bankstown Campus is located approximately twenty minutes from Villawood Detention Centre. Within the School of Education and Early Childhood Studies there is a strong commitment to social justice and to the celebration of diversity. The undergraduate early childhood program developed by academics at the university promotes awareness of the rights of children and encourages students as early childhood professionals to become informed advocates for the rights and well being of children within diverse communities both in Australia and within a global context.
