The Commission’s policy work on issues of human rights and disability has involved sustained focus, and engagement with government, disability community experts and representatives, and industry bodies over many years, and particularly since the passage of the Disability Discrimination Act in 1992.

Dr Sev Ozdowski OAM commenced duty as Acting Disability Discrimination Commissioner in December 2000 in addition to his duties as Human Rights Commissioner. In April 2003 the Attorney-General announced an extension of this acting position until 3 April 2004.

Indigenous young people with cognitive disabilities and/ or mental health issues in contact with the juvenile justice system get very little attention in literature, in policy and arguably in practice as well. We have seen that this is a forgotten group of young people who are frequently labelled as ‘complex’ (code for too hard to work with) and often receive inadequate or inappropriate service.

Mr Graeme Innes AM continued to serve on a part time basis throughout 2000-01 as Deputy Disability Discrimination Commissioner. In this role he assists with the handling of public enquiries, exemption applications and the development of standards under the Disability Discrimination Act.

During these ten years, thousands of individuals and organisations have used the DDA to create change, either by making complaints of discrimination, using the law as a basis for negotiating broad social change or educating organisations on their responsibilities.
