The Public Advocate of Western Australia supports the concept of people with mental illnesses having significant and formalised input into the treatment of their illness. A pre-planning instrument such as a living will is a useful tool for people with fluctuating illnesses to contribute to their management while they are unwell. -

Report on performance
We have developed key performance indicators which form the basis for ongoing assessment of the complaint service. These indicators, and our performance in 2010-11 in relation to these indicators, are summarised below. Timeliness. Our stated performance standard is for 80% of complaints to be finalised within 12 months of receipt. In 2010-11, we finalised 94% of matters within 12 months. The average time from lodgement to finalisation of a complaint was 5.8 months. Conciliation rate. Our stated performance standard is for 30% of finalised complaints to be conciliated. -

If the legislature had intended s 19 to be limited in its operation to the circumstances set out in subsection (6) then the subsection would have provided as follows: ‘Section 19 only has effect in relation to…’. Where a complaint is made under the Human Rights and Equal Opportunity Commission Act 1986 (Cth) alleging breaches of human rights and discrimination in employment, the President or his delegate may report to the Attorney-General where conciliation cannot resolve the matter and an inquiry has satisfied the President there has been a breach of human rights or discrimination in employment. The Legal Section assists the President or his delegate to inquire into the complaints and prepare reports to the Attorney-General. -

I also want to make mention of the fact that we are 130kn south west of an area of great significance to the Aboriginal communities of western NSW, which is now called Mutawintji National Park - the first park to be handed back to its Traditional Owners under the NSW National Parks and Wildlife Act in 1998. [1] The caves and overhangs in the park have been transformed into expansive galleries of Aboriginal rock art, and it comes as no surprise that they have formed the backdrop for ceremonies for at least 8,000 years. -

Section 12 - Other actions that could be taken by the Australian Government to protect LGBTI people in Australia - Addressing sexual orientation and sex and/or gender identity discrimination: Consultation Report (2011)
The consultation received a number of suggestions about other ways in which the Australian Government could protect the human rights of LGBTI people in Australia. Many participants argued that while anti-discrimination legislation is an important step towards equality, it is essential that it is accompanied by other actions. Suggestions were often informed by personal experiences of discrimination.
