Appendix 5 - Overview of the National Partnership Agreement on Remote Service Delivery: Social Justice Report 2010
The Council of Australian Governments (COAG) National Partnership Agreement for Remote Service Delivery came into effect in January 2009 and will run to 30 June 2014. It is a joint commitment by all Australian governments to a ‘concentrated and accelerated approach to tackle deep-seated disadvantage’ in remote communities.[1] The Partnership is premised on a place-based initiative, targeting 29 remote priority locations across Australia for a whole-of-government approach to service delivery. Many of my clients (while I was working as a Child and Adolescent Counsellor with STARTTS June 2000 - January 2002) refused to talk about their experiences in Australian Immigration Detention Centres. In addition, several mothers only let me see their children for counselling on the condition that I not raise their Australian Detention experiences as it would distress them too much and they do not want to talk about it. This concerned me a lot. -

According to National Ethnic Disability Alliance (NEDA) as of 5 February 2002 there were 16 children with disabilities such as vision impairment, acute dwarfism, trauma, Perthes disease, cardiac, asthmatic and genetic disabilities residing in detention centres (Port Hedland and Woomera). This number does not include any of the detained refugees on the Pacific Islands like Nairu, Christmas Islands and other Australian detention centres in third countries. -

The Law Society has been concerned for some time with the treatment of refugees and asylum seekers. I enclose herewith a copy of the resolution of the Law Society on these matters.
