I believe sexual harassment in the workplace is still very prevalent but its victims remain silent. Most women have experienced some form of harassment in their jobs. However most women will refuse to report it or speak out against their bosses for fear of retribution. I have just been through [six] years of trying to seek some justice in my male dominated place of work. The sexual harassment that I was subjected to was nothing compared to the victimisation that took place after I rejected my boss and eventually complained about him to higher management.

We must all face the truth of the past. It lives on in us. We must learn from it and deal with it, so that there may be justice, reconciliation, healing and hope for the future. We therefore recognise this crucial moment in the history of the Canberra Baptist Church as a God given opportunity for us:

Australians who have a criminal record often face significant barriers to full participation in the Australian community. Trying to find a job is one of the areas of greatest difficulty for former offenders.

Family violence and abuse occurs at unacceptable rates in Aboriginal and Torres Strait Islander (Indigenous) communities. We have heard many tragic stories of women, children and young people who have experienced devastating sexual abuse and family violence. It is a scourge that is causing damage and trauma among Indigenous communities, to our women and children, and to the fabric of Indigenous cultures.

An entrenched pattern of disadvantage and dispossession continues to wreak havoc and destruction in Indigenous families and communities. This situation has been described in the preceding chapters of this Part. State and Territory legislation, policy and practice in the areas of child welfare, care and protection, adoption and juvenile justice do not comply with the evaluation criteria established by the Inquiry (see Chapter 15).

This year's Report discusses a large number of initiatives currently underway or in development at the federal, state and territory levels in relation to policy making in Aboriginal and Torres Strait Islander Affairs. It notes for example the following positive developments in Indigenous policy:

"When I first arrived on this soil, I asked around about who the custodians of the land were here.... it's very important for us to know about the land and its history. This was common practice for us back home. Unfortunately though no-one could actually tell us. For me it really showed that as newcomers we have an obligation to remember the history of this land and its original people, and that we always pay respects to that..." (Community Leader, Victoria).

This is my fifth Social Justice Report as Aboriginal and Torres Strait Islander Social Justice Commissioner. In the course of this report I look back at developments over the past five years to ascertain the extent to which we are moving towards achieving long term, sustainable improvements in the situation of Aborigines and Torres Strait Islanders and the extent to which government policy making and program delivery is inhibiting such improvement.

During the reporting period, Australian governments continued to develop tenure reform policies for Indigenous land. Governments frequently describe these policies as a means of promoting home ownership and economic development on Indigenous land. The reality is not so simple.
