Social determinants and the health of Indigenous peoples in Australia
Improving the health status of Indigenous peoples1 in Australia is a longstanding challenge for governments in Australia. The gap in health status between Indigenous and non-Indigenous Australians remains unacceptably wide.2 It has been identified as a human rights concern by United Nations committees3; and acknowledged as such by Australian governments4. -

COAG Review of Counter-Terrorism Legislation
Division 104 of Part 5.3 of the Criminal Code Act 1995 (Cth) provides for the making of control orders. A control order is an order issued by a court (either the Federal Court, Family Court or Federal Magistrates Court), at the request of a member of the Australian Federal Police (AFP), to allow obligations, prohibitions and restrictions to be imposed on a person, for the purpose of protecting the public from a terrorist act.[8] -

Inquiry into Australia’s Human Rights Dialogues with China and Vietnam (2011)
The Australian Human Rights Commission appreciates the opportunity to provide a submission to the Inquiry into Australia’s Human Rights Dialogues with China and Vietnam. The Commission does not propose responding to all of the terms of reference. Because the Commission’s direct involvement in the Dialogue process is quite limited, it is not in a position to provide highly insightful comments on all areas being covered by the inquiry. As such, this submission addresses two of the terms of reference: -

President Speech: ‘Women as Agents of Change’: Balancing the scales
I would like to begin by also acknowledging the traditional owners of the land on which we meet, the Gadigal people of the Eora nation. I pay my respects to their elders past and present. In particular, I would like to acknowledge the inspirational work of so many Aboriginal and Torres Strait Islander women who have been agents of change, be they barristers, lawyers, judges, litigants or community advocates. -

Human rights for people with intellectual disabilities in Australia: where to from here?
I will not speak in detail about human rights conventions and disability because this topic is addressed by my co-speaker in this session, Karl Lachwitz. I will say though that international human rights law and human rights debate has not yet acknowledged adequately or sufficiently clearly that people with a disability are part of what the "human" in human rights means. Equally, there has not always been enough attention to human rights dimensions in disability discourse. -

Getting there: access to public transport
I am particularly pleased to join in opening this international conference on mobility and transport for elderly and disabled people and to be discussing accessible transport here in Western Australia. The Government of Western Australia deserves recognition for the commitment it is showing to making public transport accessible: a commitment adopted in principle, policy and plans and increasingly being delivered in practice. -

Native Title Report 2008 - Chapter 3
The strong, vibrant and committed Noongar peoples of the South West corner of Australia had their native title determination over Perth returned to square one. The Full Federal Court found that the first judge had made a number of errors in his decision and have sent the case back for consideration by a new judge, leaving the Noongar peoples uncertain about the future of their rights over the land. This is despite the Western Australian government openly acknowledging the Noongar peoples as the Traditional Owners of the land. -

Federal Anti-discrimination Law - 2004
In May last year I stepped down from my position as a Judge of the Federal Court to accept the role as President of HREOC. It has been a time of new challenges, such as the need to balance the legislative and administrative responsibilities that the Commission has been given by the federal government, with the important role of advocating for the rights of those on the margins of Australian society. -
