The statement by the President has outlined a number of key concerns relating to the proposed Bill as they affect the Commission as a whole. I wish to address an issue which relates specifically to the functions that I have been appointed to fulfill - namely the proposal in the Bill to abolish the specialist position of Aboriginal and Torres Strait Islander Social Justice Commissioner and replace it with a generalist human rights commissioner. -

In the United States, 54 years ago today, Rosa Parks was arrested. Rosa Parks was a black woman, arrested for refusing to sit at the back of a bus. It's appalling to think this occurred. It's even more appalling that 54 years later in Australia, many people with disability can't even get on the bus. -

Summary of the submissions by the Commission
On 8 February 2002, the Full Court of the Family Court granted leave to the Human Rights and Equal Opportunity Commission ("the Commission") to intervene in the appeal by the Attorney-General against the judgment of Justice Chisholm on 12 October 2001. In that judgment, his Honour declared valid the marriage between Kevin (a post-operative female to male transsexual person) and Jennifer. Both parties had accepted that a valid marriage for the purposes of the Marriage Act 1961 (Cth) must be between a "man" and a "woman". -

I am very grateful for this opportunity to address this speech night. 1998 is an historic year. Not only does it mark the 130th anniversary of Brisbane Grammar School, the oldest secondary school in Brisbane, it also marks the 50th anniversary of the Universal Declaration of Human Rights. They are both significant anniversaries and they are tied together by the importance they place on the role of education to inform, instruct and inspire. -
