It is with great pleasure that I present my first Social Justice Report (the Report) as the Aboriginal and Torres Strait Islander Social Justice Commissioner, having commenced my five-year term on 1 February 2010.

In accordance with the functions set out in section 46C(1)(a) of the Human Rights and Equal Opportunity Commission Act 1986 (Cth), this report includes 12 recommendations. The recommendations appear in the text of the report and are also reproduced here.

This collection of statistics has been chosen for their relevance in highlighting the key characteristics of the Indigenous population. Thank you for inviting me here to speak at the Sydney launch of two reports from the Aboriginal and Torres Strait Islander Social Justice Commissioner; the 2003 Native Title Report and the 2003 Social Justice Report.

Over the past year, there has been significant concern expressed about petrol sniffing in Aboriginal and Torres Strait Islander communities at the national level. The phenomenon of petrol-sniffing is, however, not well-understood and there is no reliable national data on the number of people involved and the extent of resulting damage to individuals and communities.

In its communique of 5 April 2002, the Council of Australian Governments (COAG) agreed to trial a whole-of-government cooperative approach in up to 10 communities or regions of Australia. Appendix 2 of the report provides a detailed overview of the structure of the trials, and progress in each trial site.
