Indigenous health - Programs for addressing Indigenous health reveal the problem of a lack of implementation of human rights. The National Aboriginal Health Strategy (1989) and the current National Strategic Framework for Aboriginal and Torres Strait Islander Health have been agreed by the Commonwealth with States and Territories. Both documents identify, from a human rights perspective, the key issues that must be addressed to improve Indigenous health and yet they have made very little difference to the problem (pp5-6).

This is my first Social Justice Report to the federal Parliament as Aboriginal and Torres Strait Islander Social Justice Commissioner. I commenced my five year term at the Human Rights and Equal Opportunity Commission on 12 July 2004.

This provides an overview of the main events leading up to the introduction of the new arrangements for the administration of Indigenous affairs on 1 July 2004, as well as the key events which have occurred since that time to implement the new arrangements. For further detail on each of the events please refer to Appendix One.

It is with great pleasure that I present my first Social Justice Report (the Report) as the Aboriginal and Torres Strait Islander Social Justice Commissioner, having commenced my five-year term on 1 February 2010.

In accordance with the functions set out in section 46C(1)(a) of the Human Rights and Equal Opportunity Commission Act 1986 (Cth), this report includes 5 recommendations - 2 in relation to the needs of Indigenous women exiting prison and 3 relating to the new arrangements for the administration of Indigenous affairs. The report also contains 10 follow up actions that my office will undertake over the next twelve months in relation to the new arrangements. These and the recommendations are reproduced here and appear at the relevant part of the report.

I have two tasks this evening. The first is to launch my Social Justice Report and Native Title Report for 2004. The second is to launch the ATSIC Yilli Rreung Regional Council"s Strategic Plan.

Thank you for joining me here this afternoon to launch the Social Justice Report 2004 and the Native Title Report 2004. Both reports were tabled in Parliament out of session last Friday.

This background paper is a compilation of work conducted by the Office of the Aboriginal and Torres Strait Islander Social Justice Commissioner, within the Human Rights and Equal Opportunity Commission1 (HREOC), which examines engagement between Indigenous peoples and governments in the areas of social policy development and native title.
