To develop a nationwide picture of existing government initiatives that address family violence, the Social Justice Commissioner sent correspondence to all State, Territory and relevant Australian government departments[1] requesting information on their policies and programs during the period 2006-2007.

This is my third Social Justice Report as Aboriginal and Torres Strait Islander Social Justice Commissioner and covers the period 1 July 2005 to 30 June 2006.

This appendix contains an overview of the main framework agreements and partnerships made between Indigenous representative organisations, the Aboriginal and Torres Strait Islander Commission, and state or territory governments.[1]

Freedom Day is the name given to the annual commemoration of the Wave Hill Walk Off. The 40th anniversary of the Walk-off was held in late August 2006.

The Social Justice Report 2002 discusses initiatives currently underway or in development at the federal, state and territory levels in relation to Aboriginal and Torres Strait Islander Affairs. The report commends the following positive developments in Indigenous policy:

This is my fifth Social Justice Report as Aboriginal and Torres Strait Islander Social Justice Commissioner. In the course of this report I look back at developments over the past five years to ascertain the extent to which we are moving towards achieving long term, sustainable improvements in the situation of Aborigines and Torres Strait Islanders and the extent to which government policy making and program delivery is inhibiting such improvement.

The Social Justice Report 2003 is the fifth report by Aboriginal and Torres Strait Islander Social Justice Commissioner, Dr William Jonas. It was tabled in federal Parliament, along with the Native Title Report 2003, in March 2004.

Indigenous imprisonment rates in Australia are unacceptably high. Nationally, Indigenous adults are 13 times more likely to be imprisoned than non-Indigenous people[1] and Indigenous juveniles are 28 times more likely to be placed in juvenile detention than their non-Indigenous counterparts.[2]

Homelands still belong to the people, we want to build homes on our land and live there. When we come to the homeland we come back to the peace and quiet. ... It is a much better environment on the homelands, better things for the children.[1]

Access to primary health care It is estimated that in 2004, Aboriginal and Torres Strait Islander peoples enjoyed 40% of the per capita access of the non-Indigenous population to primary health care provided by general practitioners.1

This provides an overview of the main events leading up to the introduction of the new arrangements for the administration of Indigenous affairs on 1 July 2004, as well as the key events which have occurred since that time to implement the new arrangements. When I commenced writing this chapter in 2008, Australia did not have a national Indigenous languages policy. However in August 2009, for the first time in Australia’s history, the Commonwealth Government launched a strategy for preserving Indigenous languages: Indigenous Languages - A National Approach 2009 (National Approach). The National Approach sets out the Commonwealth Government’s plan to preserve Indigenous languages through targeted actions. They are:

In the Social Justice Report 1999, my first report as Social Justice Commissioner, I identified four key themes and challenges that existed in the approach of the federal government to Indigenous policy making at the time. These were moving beyond welfare dependency, accountability, participation and reconciliation.[1] Since the release of that report approximately four years ago, the key themes and challenges facing the government have remained relatively constant.
