I was invited to pick my own topic for discussion. As an ex-judge being invited to speak to students of the law, I assumed that I was expected to speak on something related to the administration of the law from a judge's perspective. And as President of Australia's Human Rights and Equal Opportunity Commission (HREOC), I assumed I was expected to mention the role of human rights promotion in our legal system.

First of all I'd like to thank you all for coming to here today. It is timely that we meet the day before Mr Kofi Annan, Secretary General of the United Nations arrives in Australia. It is from the United Nations that the international obligations we are discussing today are sourced.

I begin today by paying my respects to the Wurundjeri peoples, the traditional owners of the land where we gather today. I pay my respects to your elders, to the ancestors and to those who have come before us.

I begin by acknowledging the Gadigal people of the Eora nation, the traditional owners of the land where we meet today, and pay my respects to their elders. I would also like to thank the LIME conference organisers -- and Gregory Phillips and Lisa Jackson-Pulver in particular -- for inviting me to speak tonight and for organising this event and for ensuring that Indigenous health – so often overlooked in the ongoing debates about health and health reform in Australia – receives the attention it deserves in this context.

May I also congratulate the organisers for convening this important Forum. We know that rates of diabetes among indigenous peoples across the globe, and in Australia, are extremely high and require specific, focused attention. And we also know that we need action urgently.

I pay my respects to the Gadigal as a Kungarakan man whose traditional country lies far north from here, up near Darwin. I recognise the relationship of the Gadigal to this land and their ongoing responsibilities to it, under the watch of their ancestors. In other words, I recognise the ongoing dimensions of the sovereignty of the Gadigal to this country.

Over the past 10 years I have been involved in developing resources and providing informal assistance to organisations developing Action Plans throughout Australia. Thanks for the chance to speak with you today. As you might guess, in my role as Disability Discrimination Commissioner, I receive many invitations to speak at functions on the international day. One of the reasons I chose this invitation is because of the really important role that Local Government plays in the lives of all Australians. It deals with the issues that are in your face- and I know, because until two years ago I was a Councillor on Ku-Ring-Gai Council.

When I was invited to prepare this paper, Andrew Byrnes encouraged me to concentrate on drawing out strategic thoughts from the Australian experience which might be relevant in Hong Kong , and perhaps in other countries also. That is what I hope to do, rather than spending much time simply reciting that experience or the terms of Australia 's legislation.
