Responses to the COVID-19 pandemic have required very quick action by governments. But those responses have also involved significant limitations on people’s rights and freedoms, especially freedom of movement, and implemented through executive power often with limited parliamentary involvement.

I would like to thank ACROD for inviting me to deliver the Kenneth Jenkins Oration; both because I regard it as a privilege and because it gives me the opportunity to address a gathering of the key people in the disability field at an important time in the work of the Human Rights and Equal Opportunity Commission.

Thank you for asking me to speak at your lunch time seminar. I have been excited by the prospect - as you may be aware, I am doing two jobs at the moment at the Human Rights and Equal Opportunity Commission. One is the job of Privacy Commissioner, my usual job, and the other is acting as the Sex Discrimination Commissioner pending a Government decision about a permanent appointment to that position. Working on these two radically different subject areas is quite fascinating.

To some of you the role of The Human Rights and Equal Opportunity Commission (HREOC) in the industrial relations scene in Australia will be well known, others of you may be wondering why a representative of a human rights body would be speaking on this occasion. I propose therefore to briefly summarise HREOC's role in the administration of federal anti-discrimination law, including its complaint handling function, and to give some recent statistics.
