At this Summit in 2010, I talked about the crucial roles of a National Disability Insurance Scheme. They were in moving to a society that respects, protects, promotes and fulfils human rights for people with disability. The Australian Human Rights Commission Act tells us that the Commission's functions should be performed "efficiently and with the greatest possible benefit to the people of Australia". That is also a good summary of the goals of the Department of Finance, in public expenditure, public administration and policy and regulation.

I would like to begin by saying how delighted I am to be here speaking this evening about the work of the Australian Human Rights Commission. I hope also to learn more about the protection of human rights in Japan and about your proposal for a national human rights institution in Japan. This is my first time to Japan and I am thrilled to be here. I am grateful for all the work that has gone into the preparation for this session and for my visit. And I thank those who have looked after me so well since I arrived in your country.
It heartens me today to be able to welcome the release of the National Council’s Plan to Reduce Violence Against Women and their Children. This is the first time we have had a national plan in such a comprehensive form. The challenge now is to ensure that this plan is properly resourced so that all women and their children can live a life free from violence.
That report provides more evidence of what many people around the country have been saying for years -- that trying to balance paid work and family responsibilities in knowledge businesses is hard. Incredibly hard.
Twenty years ago, I spent many an hour debating how we might change the face of the profession and open up careers for women on an equal basis with men. Many believed that the sheer force of numbers of women would lead to more equal leadership within the profession. Looking at the number of women partners in firms now, it is clear that these debates are still relevant today.
