The Social Justice Report 2005 covers the period from 1 July 2004 to 30 June 2005. The Report considers progress in achieving improvements in the health status of Aboriginal and Torres Strait Islander peoples and sets out a human rights framework for achieving health equality within a generation.

It is with great pleasure that I present my first Social Justice Report (the Report) as the Aboriginal and Torres Strait Islander Social Justice Commissioner, having commenced my five-year term on 1 February 2010.

The position of Aboriginal and Torres Strait Islander Social Justice Commissioner was established within the Human Rights and Equal Opportunity Commission in 1993 to carry out the following functions:

To develop a nationwide picture of existing government initiatives that address family violence, the Social Justice Commissioner sent correspondence to all State, Territory and relevant Australian government departments[1] requesting information on their policies and programs during the period 2006-2007.

In accordance with the functions set out in section 46C(1) (a) of the Australian Human Rights Commission Act 1986 (Cth), this report includes 4 recommendations on justice reinvestment to reduce Indigenous over-representation in the criminal justice system, 7 recommendations for the protection of Indigenous languages and 1 recommendation for sustaining Aboriginal homeland communities.

In accordance with the functions set out in section 46C(1)(a) of the Australian Human Rights Commission Act 1986 (Cth), this report includes 4 recommendations on justice reinvestment to reduce Indigenous over-representation in the criminal justice system, 7 recommendations for the protection of Indigenous languages and 1 recommendation for sustaining Aboriginal homeland communities.

In submitting this report I am required to make any recommendations as to actions that should be taken by governments to improve the recognition of the human rights of Indigenous people.[1] This year’s report contains 12 recommendations, which are reproduced here and discussed further in the relevant chapters.

Thank you for joining me here this afternoon to launch the Social Justice Report 2004 and the Native Title Report 2004. Both reports were tabled in Parliament out of session last Friday.

This report presents various responses to Bringing Them Home, the Report of the National Inquiry into the Separation of Aboriginal and Torres Strait Islander Children from their Families. This is not done to re-open the substance of the Inquiry, its findings or the basis of its recommendations.

This is my sixth, and final, Social Justice Report as the Aboriginal and Torres Strait Islander Social Justice Commissioner. It covers the period from 1 July 2008 to 30 June 2009.

I have two tasks this evening. The first is to launch my Social Justice Report and Native Title Report for 2004. The second is to launch the ATSIC Yilli Rreung Regional Council"s Strategic Plan.
