Australia is a wealthy nation. In 2003, Australia ranked fourth in the United Nations Human Development Index (1) indicating Australians enjoyed one of the highest qualities of life in the world. Overall, Australia ranks equal fourth with the highest life expectancy at birth (79.0 years) suggesting Australians are among the healthiest people in the world. (2)

The Commission undertakes bilateral international activities, generally as part of the Australian Government's development cooperation program developed by the Australian Agency for International Development (AusAID). The most substantial of these is the Human Rights Technical Assistance Program, which is an integral part of the annual Dialogue on Human Rights with China.

I have the pleasure in presenting the Annual Report of the Human Rights and Equal Opportunity Commission for the period ending 30 June 2001, pursuant to section 45 of the Human Rights and Equal Opportunity Commission Act 1986. Commissioner Pru Goward’s appointment to the position of Sex Discrimination Commissioner was announced on 29 June 2001. She commenced her term on 30 July 2001.

The Commission’s Performance Management Scheme provides a framework to manage and develop our staff to achieve our corporate objectives. There have been two cycles completed since its implementation on 1 July 1999. The scheme provides regular and formal assessment of an employee’s work performance and allows for access to training and skill development.

Dr Sev Ozdowski OAM commenced duty as Acting Disability Discrimination Commissioner in December 2000 in addition to his duties as Human Rights Commissioner. In April 2003 the Attorney-General announced an extension of this acting position until 3 April 2004.
