Chapter 3 - Introduction: Social Justice Report 2009
When I commenced writing this chapter in 2008, Australia did not have a national Indigenous languages policy. However in August 2009, for the first time in Australia’s history, the Commonwealth Government launched a strategy for preserving Indigenous languages: Indigenous Languages - A National Approach 2009 (National Approach). The National Approach sets out the Commonwealth Government’s plan to preserve Indigenous languages through targeted actions. They are: -

This is a non-negotiable tenet of our own national cohesion, reflected in our racial diversity, and it must remain a guiding principle of our international behaviour. The rejection of racial discrimination is not only a moral issue, it is fundamental to our acceptance by, and engagement with, the region where our vital security and economic interests lie. -

We don’t suffer the terrible poverty witnessed in some parts of the world, our judicial system works well by international standards and most of us can vote in elections by secret ballot. Most of us can live pretty safely, say what we like most of the time and, if we are so inclined, practise our faith in peace. Most of us have access to decent education and health services. -

I would like to begin by paying my respects to the Dharawal people, the traditional owners of the land where we gather today. I am a Gangulu man from Central Queensland. Gangulu country takes in what is known as the Dawson Valley area and extends to just east of the Carnarvon Gorge. So, as is our practice, can I pass on from the Gangulu peoples to the Dharawal peoples our greetings and acknowledgements for your continued resilience and determination to keep your culture alive and thriving over the last 220 years? -

Social Justice Report 2004 : SUMMARY SHEET FIVE
Indigenous health - Programs for addressing Indigenous health reveal the problem of a lack of implementation of human rights. The National Aboriginal Health Strategy (1989) and the current National Strategic Framework for Aboriginal and Torres Strait Islander Health have been agreed by the Commonwealth with States and Territories. Both documents identify, from a human rights perspective, the key issues that must be addressed to improve Indigenous health and yet they have made very little difference to the problem (pp5-6).
