By way of preamble, it is clear the current climate of terrorism obviously requires governments to put in place measures that can effectively deal with a serious terrorist threat or event as soon as it is detected. Parliament cannot wait until potential dangers eventuate. It is understandable – indeed it is necessary in advance - to put in place measures that can deal with the worst case scenario that could arise. -

I would like to begin by saying how delighted I am to be here speaking this evening about the work of the Australian Human Rights Commission. I hope also to learn more about the protection of human rights in Japan and about your proposal for a national human rights institution in Japan. This is my first time to Japan and I am thrilled to be here. I am grateful for all the work that has gone into the preparation for this session and for my visit. And I thank those who have looked after me so well since I arrived in your country. -

15. Religion, Culture & Language for Children in Immigration Detention
The Convention on the Rights of the Child (CRC) requires Australia to protect children's rights to cultural identity, language and religion. The most effective way of ensuring enjoyment of these rights is to encourage and allow refugee and asylum-seeking children to participate in cultural and religious activities in the community. The Australian community is well equipped to respond to this need as a wide range of cultural and religious opportunities are readily accessible and this remains a key factor in the maintenance of our multicultural society. -

Commission Website: National Inquiry into Children in Immigration Detention
This submission examines a child's right to a nationality and Australia's protection of that right. Of special interest is the position of children born in mandatory detention to parents who are both unlawful non-citizens. [1] The submission addresses the first term of reference for the inquiry, by exploring Australia's obligations in this area and discussing whether such obligations are implemented by legislation and the general practice in Australia. -

DR OZDOWSKI: It is 9.30 so we will start another day off, formal hearings. My name is Dr Sev Ozdowski and I'm the Human Rights Commissioner. To my right is Dr Trang Thomas, Professor of Psychology at the Royal Melbourne Institute of Technology and to my left Mrs Robin Sullivan, Queensland's Children's Commissioner. Both of them do assist me with the Inquiry as Assistant Commissioners. Also, on my left Ms Vanessa Lesnie who is Secretary to the Inquiry.
