HREOC Website: National Inquiry into Children in Immigration Detention
DR OZDOWSKI: Welcome to everyone. I think there is no need again to administer the oath or affirmation. As with yesterday, we will do it only in the case of new witnesses coming, but please understand that the principles associated with the oath or affirmation do stand up. Also, I would like to ask witnesses in order to finish on time, that they will focus on questions and try to answer, and to reply as directly as possible. Okay, could I ask Mr Wigney to start asking questions, and my understanding is that we are starting with the issue of family and family relations. -

National Inquiry into Children in Immigration Detention
The Refugee Council of Australia welcomes the Inquiry by the Human Rights and Equal Opportunity Commission into Children in Immigration Detention. In our opinion, this is a very timely and important Inquiry into an area of great significance to Australia as a nation and to the way that Australia is perceived internationally. -

Thank you for the opportunity to address an issue, which I believe, is another stain on Australian history. The systematic neglect and abuse of children in our IDCs is shameful and must end. It is intolerable that our senior politicians claim that a simple majority gives them the mandate to practise policies that ignore established standards for the care and nurturing of children. -

As a counsellor of children and families at risk of child abuse and neglect, I have a number of concerns about the children being held in immigration detention in Australia and in our region on the request of Australian authorities. In my professional capacity I see children who have been abused by their Australian families. I find it appalling that Australia as a nation is now systematically abusing children whose parents have sought asylum here. In the following submission I offer suggestions under a number of headings: -

How can the baptized claim to welcome Christ if they close the door to the foreigner who comes knocking? " If anyone has the world's goods and sees his brothers or sisters in need, yet closes his heart against them, how does God's love abide in him?" (1 Jn 3:17) -

The current mandatory detention policy of the Commonwealth of Australia breaches the fundamental principle of the rights of the child which is that children should be able to develop to their full potential. The policy breaches every article of the Convention on the Rights of the Child. The policy violates the right to health as established by international law. -

Whilst employed as a registered nurse at the Woomera detention centre, it came within the parameters of my duties to treat all detainees, men, women, and children. I would like to share some anecdotes of some of those patient contacts that occurred between myself and specifically the children (or child related contacts). The dates of my employment at the WIRPC were early August 2000- mid February 2001, 3 x 6 week contracts. Each of these contracts were for 6 x 12 hour shifts per week, i.e. 72 hours per week. -
