This bibliography has been prepared by the Rural Education, Research and Development Centre, Townsville, Qld according to guidelines established by the Human Rights and Equal Opportunity Commission to assist in its inquiry into aspects of rural and remote school education provision in Australia. It attempts to include highly relevant, more recent, seminal, theoretical and policy-oriented Australian materials. Only items which directly relate to rural and remote education have been included. The department welcomes the HREOC report which provides positive feedback on detention service reforms established since the Palmer and Comrie reports. We note HREOC’s recommendations several of which are consistent with DIMA’s ongoing improvement programme.

It is common in the legal commentary to refer to child sterilisation as if it is a gender neutral issue, [1] but the overwhelming majority of sterilisations and certainly all the cases heard by relevant Australian courts and tribunals, involve female children with intellectual disabilities. There is social problem at the centre of the debate about sterilisation.

Sexual harassment in the workplace is a persistent and pervasive problem in Australia and elsewhere, demanding new and creative responses.[1] One significant area that may inform prevention and response strategies is the area of ‘bystander approaches’. In examining the potential for bystander approaches to prevent and respond to workplace sexual harassment, this paper draws upon a range of theoretical and empirical research.

This submission has been produced by the Queensland Program of Assistance for Survivors of Torture and Trauma (QPASTT) and the Youth Advocacy Centre (YAC). The submission is also endorsed by a number of individuals and organisations working directly or indirectly with asylum seekers and refugees (See list on page 2). Their staff hear similar stories and reports from their clients and have come to similar or the same conclusions as those in this report.

Australian law requires the detention of all non-citizens who are in Australia without a valid visa (unlawful non-citizens). This means that immigration officials have no choice but to detain persons who arrive without a visa (unauthorised arrivals), or persons who arrive with a visa and subsequently become unlawful because their visa has expired or been cancelled (authorised arrivals). Australian law makes no distinction between the detention of adults and children.
