HREOC Annual Report 2003-2004 : Chapter 9: Race Discrimination
Over the past year increasing trends of prejudice and harassment of particular groups in our community has continued to be an area of significant concern for me. As noted in the 2002-03 annual report, I launched the Isma project in March 2003 in response to increasing concerns expressed by Arab and Muslim organisations about the rise in anti-Arab and anti-Muslim prejudice in Australia. -

The way in which Australia chooses to give recognition to the relationship that Indigenous people have with their land, and the range of options it considers to express that relationship, are matters that affect the human rights of Indigenous people. -

Annual Report 2007-2008: Chapter 6 - Aboriginal and Torres Strait Islander Social Justice
The past year has delivered some significant and promising new developments in indigenous affairs. the national apology to the stolen generations and the government’s commitment to the Statement of Intent to Close the Gap in health inequality both demonstrate a growing determination to face the challenges that confront Indigenous australians. i am pleased to say that hreoC has had a part in these developments and continues to drive change for the benefit of Indigenous people. -

Thank you for inviting me to speak today. It is almost a year since I spoke about the Human Rights Commission's Bush Talks consultations at the 1999 national conference of the Australian Association of Rural Nurses in Adelaide. I spoke in particular about some of the health concerns raised in the consultations. Today I would like to look beyond Bush Talks in more detail at some of the areas of particular concern which were raised and then explain some of the Commission's continuing work on human rights in rural Australia. -

The Human Rights and Equal Opportunity Commission (HREOC) which was established in 1986 by the Federal Parliament as successor to the 1981 Human Rights Commission is an independent statutory authority whose functions are to monitor, protect and promote human rights in Australia. The Commission has played a key role in the education of civil society in regard to these rights. -

On 14 and 15 February 2008, HREOC held a planning summit at Jones Bay Wharf, Pyrmont Point in Sydney, entitled HREOC21. The 21 refers to the number of years that have passed since HREOC was established by an act of federal Parliament in 1986. -

Native Title Report 2003 : Native Title Report 2003 Summary
The Native Title Report 2003 evaluates native title as a framework for economic and social development for traditional owner groups. While the legal framework for native title restricts its capacity to improve economic and social conditions for Indigenous people, the Report recognises that the native title agreement-making process provides an invaluable opportunity for States and Territories to take a broader policy approach. The approach advocated in the Report is developed in four chapters which deal with the following topics: -

Social Justice Report 2006: Information Sheet 2: The challenge of equal access to mainstream services
New arrangements for the administration of Indigenous affairs (introduced as of 1 July 2004) transferred responsibility for the administration of Indigenous specific programs to mainstream government departments. The new arrangements aim to remove, or at least reduce, the barriers that prevent Indigenous peoples from accessing existing mainstream services on an equitable basis. This objective has been called ‘harnessing the mainstream’. -

Native Title Report 2005 : Summary
During 2005, the Prime Minister, the Attorney-General, and the Minister for Immigration and Multicultural and Indigenous Affairs, made statements to the effect that the Australian Government was interested in supporting Indigenous Australians to explore opportunities to lease or buy communal lands for private or personal use. The government's premise was that if Indigenous people were encouraged into private ownership of communal lands they would be able to build economic independence and wealth, and in doing so alleviate poverty.
