Past Achievements and Future Strategies in Educating the Public about Human Rights
Let me preface my remarks today with the assertion that, generally speaking, Australia has a strong and proud record on human rights. The Australian Government is formally committed to supporting the universal observance of human rights both at home and abroad saying that this policy helps to achieve a more stable and just international order, which benefits the security and prosperity of everyone. In this statement, the Government links peace to the observance of human rights, a topic to which I shall return. -

Social Justice Report 2004 : Recommendations and follow up actions
In accordance with the functions set out in section 46C(1)(a) of the Human Rights and Equal Opportunity Commission Act 1986 (Cth), this report includes 5 recommendations - 2 in relation to the needs of Indigenous women exiting prison and 3 relating to the new arrangements for the administration of Indigenous affairs. The report also contains 10 follow up actions that my office will undertake over the next twelve months in relation to the new arrangements. These and the recommendations are reproduced here and appear at the relevant part of the report. -

Human Rights Legislation Amendment Bill 1996
1.1 The majority of amendments contained in the Human Rights Legislation Amendment Bill 1996 ("the Bill") draw on the work of a Review Committee established in September 1993 comprising members of the Attorney-General's Department, the Human Rights and Equal Opportunity Commission ("HREOC") and the Department of Finance. The Toomelah community of five hundred Aboriginal people endures appalling living conditions which amount to a denial to them of the most basic rights taken for granted by most other groups in society, and by other Australian communities of similar size. The community has for decades lived without an adequate and certain water supply, a properly functioning sewerage system and a safe means of sewage disposal. -

I also thank Professor Barry Brook for his survey of the latest scientific assessments and forecasts on the impact of climate change on our planet. They are indeed alarming. The fact of climate change, and the rate of change, has become all too clear, even if there are still sceptics that wish to debate the causes. Our title reference to “Catastrophic Impacts” seems fully justified. -

“If the measures were targeted solely to parents or families in need of assistance to prevent neglect or abuse of children, as they are in s123UC of the legislation, then some form of income management may be capable of being seen as an appropriate exercise of the governments ‘margin of discretion’ to ensure that families benefit from welfare and receive the minimum essentials for survival.”[13]
