However, outside the boundaries of a formal submission I can provide you with information regarding recent developments in the management of immigration detainees within the prison system, and our approach to the management of children residing with a parent in custody. -

National Inquiry into Children in Immigration Detention
Royal College of Nursing, Australia (RCNA) is the national professional organisation for Australian nurses. The College was established in 1949 and until the early 1990's was a provider of formal ongoing education for nurses who wished to gain higher qualifications in nursing. Following the completion of the transfer of nursing to the higher education sector in 1993, the College refocused its functions to become the national professional organisation for Australian nurses. -

Social Justice Report 2005 : Recommendations and follow up actions
In accordance with the functions set out in section 46C(1) (a) of the Human Rights and Equal Opportunity Commission Act 1986 (Cth), this report includes 5 recommendations - 3 in relation to Achieving health equality for Aboriginal and Torres Strait Islander people s and 2 in relation to the new arrangement in Indigenous affairs. 1. In my evidence before the Commission on Friday 31 May 2002 I noted that the number of children in refugee detention centres in Australia had fallen from 582 to 184 over the past 6 months but that 351 children remained in detention on Nauru and Manus Island as part of the ‘Pacific Solution’. -

The Hunter Community Council was established in 1986 as a peak representative body to support and advocate on behalf of the non-government welfare sector in the Hunter region. In April of this year the Hunter Community Council held a forum attended by welfare agencies representing a wide range of services including: the youth sector, education, mental health, migrant centres and refugee resettlement services, the Catholic Social Justice Commission, and early childhood and family support services. -

Submission to the Law Reform Commission
"Not every disturbance or catastrophe qualifies as a public emergency which threatens the life of the nation, as required by article 4, paragraph 1. The Covenant requires that even during an armed conflict measures derogating from the Covenant are allowed only if and to the extent that the situation constitutes a threat to the life of the nation. If States parties consider invoking article 4 in other situations than an armed conflict, they should carefully consider the justification and why such a measure is necessary and legitimate in the circumstances. -

Toomelah Report (1988)
The Toomelah community of five hundred Aboriginal people endures appalling living conditions which amount to a denial to them of the most basic rights taken for granted by most other groups in society, and by other Australian communities of similar size. Their houses are substandard and overcrowded, actually contributing to a range of diseases. The community has for decades lived without an adequate and certain water supply, a properly functioning sewerage system and a safe means of sewage disposal. -
