Human Rights 21: Going to the heart of the matter: national inquiries
In today's world, with an increasing focus on greed and building individual wealth, advocacy for the human rights agenda couldn’t be more important. Over the years, HREOC has produced outstanding reports, like Bringing them home, with important recommendations. To fail to act on those recommendations diminishes Australia as a nation, and all of us as individuals. -

3. Practical guidance on designing and implementing ‘special measure’ recruitment strategies
This section sets out practical steps an employer can take to make it clear that a targeted recruitment program for Aboriginal and Torres Strait Islander people is a special measure. Taking these steps will minimise the risk of complaints that such measures are discriminatory, and provide a strong basis to dispute such a claim in the unlikely event a complaint is made. 3.1 Record in writing the ... -

Time for rethink on asylum seeker treatment
I am gravely concerned that Australia's practices in relation to asylum seekers risk serious breaches of fundamental rights and freedoms under the human rights treaties by which Australia is bound. -

Native Title Report 2006: Chapter 4: South Australia’s State-Wide Indigenous Land Use Agreement (ILUA) Framework
In most states and territories of Australia, Indigenous Land Use Agreements (ILUAs) are negotiated on a case by case basis between the relevant parties, usually traditional owners, governments and industry groups. South Australia however, has taken a more comprehensive approach to these agreements. The South Australian Government, Indigenous traditional land owners and industry stakeholders have developed a state-wide framework that streamlines ILUA processes and reduces the resources that are required for successive negotiations. -

Native Title Report 2005 : Chapter 3 : The economic logic of the NIC Principles and economic development on Indigenous lands
As my predecessor pointed out in the Native Title Report 2003, native title is a political process as well as a legal process. Indigenous people enter a relationship with the State on the basis of their identity as the traditional owner group of an area of land. In some cases native title has provided the first opportunity since colonisation for a relationship of this type to be formed. -

Submission - Impact of organised crime (2007)
The terms of reference of the Inquiry are very broad, making it difficult to anticipate all of the human rights issues that might arise from submissions to or recommendations of the Inquiry. If the Parliamentary Joint Committee on the Australian Crime Commission (the Joint Committee) could keep us apprised of submissions to it or recommendations by it, we would be pleased to consider and, if necessary, comment on any human rights implications arising. -

Corporate Responsibility - Developing principles on Resource Development on Indigenous land: Human Rights Based Approach to Mining on Aboriginal Land
Human rights constitute the ethical basis of the social contract between those who exercise power and accrue wealth, and those whose lives are affected by this exercise and accrual. Where such a relationship has no ethical basis and is inconsistent with human rights principles it is not a sustainable relationship. Coercion may prolong it for some time but this is costly to maintain and eventually becomes exhausted. -

5. Protecting the Human Rights of Children in Immigration Detention
Australia is responsible for ensuring that all children in its jurisdiction can enjoy all applicable human rights, including those in the Convention on the Rights of the Child (CRC), International Covenant on Civil and Political Rights (ICCPR) and Refugee Convention. That responsibility may be executed through legislation, executive action and the judicial system. Subject to the Australian Constitution, some of those functions may be fulfilled by State legislatures, executive bodies, courts or private entities. -
