Annual Report 1999-2000: Performance management
The Commission implemented a Performance Management Scheme for all staff from 1 July 1999. The scheme is intended to strengthen and support the Commission in performing its functions by providing regular and formal assessment of employees' work performance and to provide employees with skill development and career advancement opportunities. A review of the Commission's Performance Management Scheme guidelines, to evaluate its effectiveness and the need to make changes to how it is operating, is planned after completion of the first cycle (1 July 1999 to 30 June 2000. -

Since the terrorist attacks on September 11 2001, Governments around the world have created a raft of new counter-terrorism laws. In Australia alone, over 40 new laws have created new criminal offences, new detention and questioning powers for police and security apparatus, new powers for the Attorney-General to proscribe terrorist organisations, new ways to control people’s movement and activities without criminal convictions, and new investigative powers for police and security agencies. -

Let me preface my remarks today with the assertion that, generally speaking, Australia has a strong and proud record on human rights. The Australian Government is formally committed to supporting the universal observance of human rights both at home and abroad saying that this policy helps to achieve a more stable and just international order, which benefits the security and prosperity of everyone. In this statement, the Government links peace to the observance of human rights, a topic to which I shall return. -

Submission to the Law Reform Commission
"Not every disturbance or catastrophe qualifies as a public emergency which threatens the life of the nation, as required by article 4, paragraph 1. The Covenant requires that even during an armed conflict measures derogating from the Covenant are allowed only if and to the extent that the situation constitutes a threat to the life of the nation. If States parties consider invoking article 4 in other situations than an armed conflict, they should carefully consider the justification and why such a measure is necessary and legitimate in the circumstances. -
