National Press Club address

(check against delivery)

I acknowledge the traditional owners of this land. I do so not as a formulaic beginning, but as a sincere recognition of the place which the land holds in the lives and culture of our first Australians. I saw much of the disadvantage Aboriginal people experience during my time as Race Discrimination Commissioner, and fail to understand why - at a time when we are seeking to recognise them in our constitution - we would be changing laws to reduce their protection from the serious challenges of racial vilification.
-

This submission addresses some of the issues and questions raised in the background papers prepared by the Human Rights and Equal Opportunity Commission (HREOC) and in relation to the United Nations Convention on the Rights of the Child (1989) and the Convention Relating to the Status of Refugees (1951) and its 1967 Protocol (the Refugee Convention). The conclusions drawn in this submission arise out of the experiences of staff and members of the Uniting Church in Australia.
