On behalf of ASTSS I would like to thank you for inviting us to this meeting. Our Association consists of professionals of different disciplines whose aim is to diagnose, treat and prevent major stresses and traumas and their consequences. Some of our members have expressed concern from their clinical experience that traumatized detainees have been further traumatized, and as well, that carers for detainees have been secondarily affected. The following is a summary of their experiences. It is consistent with other scientific knowledge in the field. -

However, outside the boundaries of a formal submission I can provide you with information regarding recent developments in the management of immigration detainees within the prison system, and our approach to the management of children residing with a parent in custody. -

This is an important report. It deals with our treatment of children in the most recent wave of boat people seeking refuge and a better life on our shores. It does so in the knowledge that there is a tension created by the community expectation that the Government will defend Australia's security while simultaneously upholding individual rights - the notion of the 'fairgo' for all. The report also challenges the argument that family unity within immigration detention centres is the only way that children's 'best interests' can be protected. -

We refer to our telephone conversation with [name removed] on 3 May 2002 from your office agreeing to an extension of time to enable our agency to lodge its submission on the adequacy and appropriateness of Australia’s treatment of child asylum seekers and other children, who are, or have been held in immigration detention.
