Disability discrimination legislation and its implementation (1997)
When I was invited to prepare this paper, Andrew Byrnes encouraged me to concentrate on drawing out strategic thoughts from the Australian experience which might be relevant in Hong Kong , and perhaps in other countries also. That is what I hope to do, rather than spending much time simply reciting that experience or the terms of Australia 's legislation. -

Matt Laffan Memorial Address (2009)
MATT LAFFAN: I once used to say to some mates of mine that all I really wanted was 24 hours without a disability. I just wanted 24 hours so that I could do certain things. Since then, I've got a little greedy and now I want one week. And during that one week there'd be hell to pay, because Sydney just would not be big enough. I think the night club scene would be in a world of trouble, because dancing is something I'd really like to do. There'd certainly be a rugby match I'd have to get involved with. I'd go running with the old man. -

Face masks and federal discrimination law
At various times during the COVID-19 pandemic, state and territory governments in Australia have made it a requirement for people to wear a face mask in certain settings. The different rules and exemptions around face masks are set out in the relevant state and territory public health orders. The latest mask-wearing requirements can be found on the appropriate state and territory government websites -

The Forgotten Freedoms – Freedom of Religion
It is a great pleasure to deliver a Blackfriars Lecture. A few weeks ago I gave a speech to the Sydney Institute outlining the approach I plan to take to human rights as the Federal Commissioner titled ‘The Forgotten Freedoms’. In this speech I outlined that I have concerns about the key freedoms of expression, worship, association and property rights. Reasserting them will be the focus of my tenure as Human Rights Commissioner. -

Getting there: access to public transport
I am particularly pleased to join in opening this international conference on mobility and transport for elderly and disabled people and to be discussing accessible transport here in Western Australia. The Government of Western Australia deserves recognition for the commitment it is showing to making public transport accessible: a commitment adopted in principle, policy and plans and increasingly being delivered in practice. -

The DDA and employment of people with a disability
The standard sort of speech that is often delivered by people in my sort of position at this sort of event is a combination of pep talk and pamphlet, with some bits of a law lecture thrown in: telling people with a disability and their advocates that they have rights under discrimination law, and telling employers that they have responsibilities, and attempting to set out the terms and the effect of the provisions of the Disability Discrimination Act (or "DDA"). -

Submission to Senate Inquiry on Mental Health
The Commission commends the Senate for the decision to establish this inquiry on mental health services in Australia . It is, however, a cause for concern in itself that yet another inquiry in this area has been found to be necessary.
