Pursuant to section 11(1)(f)(ii) of the Human Rights and Equal Opportunity Commission Act 1986 (Cth), I attach a report of my inquiry into complaints made by Ms Susan Campbell that the human rights of her daughter were breached by the Commonwealth of Australia. I have found that acts or practices of the Commonwealth were inconsistent with or contrary to the human rights of Ms Campbell’s daughter as provided for in Article 3(1) and 19 of the Convention on the Rights of the Child. -

On behalf of ASTSS I would like to thank you for inviting us to this meeting. Our Association consists of professionals of different disciplines whose aim is to diagnose, treat and prevent major stresses and traumas and their consequences. Some of our members have expressed concern from their clinical experience that traumatized detainees have been further traumatized, and as well, that carers for detainees have been secondarily affected. 1 Introduction and background
Between 1 September 2008 and 22 November 2011, 180 young Indonesians who said that they were children arrived in Australia, having worked as crew on boats bringing asylum seekers to Australia. These young people were often fishermen from impoverished communities in the south and east of Indonesia. Many of them have spent long periods of time in immigration detention without being charged, or prior to being charged, with an offence. -

17. Major Findings and Recommendations of the Inquiry
